The situational analysis highlights that it is of great importance for Sweden to develop a national digital infrastructure for health data based on a holistic view of primary and secondary use, ahead of the implementation of the European Health Data Space (EHDS), in collaboration with relevant stakeholders. To enable integrity-secure and efficient access to health data, data must be freed from the various systems in Sweden and appropriate and harmonized solutions must be developed. This is to achieve interoperability in all areas: semantic, technical, organizational and legal, where ethical and social aspects are also integrated.

The report was developed as a basis for reporting to the funder and as guidance for the planning and implementation of current collaborations in health data in the future. It contains a compilation of our common areas of expertise in legal issues, semantic interoperability, technical infrastructure and data security. It also contains risk analyses and discussion on the design of solutions for data sharing and proposals for continued work with health data ahead of the introduction of the European Health Data Area EHDS.
